Georges Fleury used a similar practice on several movies - for tax reasons passing off a foreign film as a home-grown product by shooting some additional scenes. This is what he did here with the original footage of Schulmadchen-Porno.
To boost the sales of his paper, the floundering editor asks one his journalists to interview people in the street about their sex practices in order to write articles about the topic.
