Daniel El Loco Barrera is accused of being one of the country_s top drug lords, with ties to guerillas and other paramilitary groups. He was captured in Venezuela, and in a statement, Colombian president Juan Manuel Santos thanked Venezuelan leader Ugo Chavez for his cooperation in Barrera_s apprehension. Washington led the operation Vic, and Britain_s MI-6 intelligence agency assisted as well.So what you_re saying is that the US and Venezuela actually cooperated on something?So it would seem. They may have political differences, but when it comes to taking down the bad guys, they see eye-to-eye.Let_s hope this is a beginning, thanks Marina.Myanmar_s opposition leader, Aung San Suu Kyi, is visiting the US to receive one of America_s highest honors. She spent years under house arrest for her political activism and has been awarded the Congressional Gold Medal. It_s the US_s highest civilian honor. Past recipients include Nelson Mandela and the Dalai Lama. Suu Kyi was awarded the medal in 2008, but hasn_t been able to collect it until now. Elsewhere on the world stage, a major American organization that provides aid to other countries has been kicked out of Russia. KC has been watching this story develop and joins us now with the latest, Kat? Vic, the United States Agency for International Development announced they were shutting down operations after an order from Russian authorities. Russia is accusing the agency - which has spent 3 billion dollars in 20 years on their mission - of influencing Russian politics. President Vladimir Putin has accused theUS-funded non-governmental organizations of planning protests against his re-election. One organization that exposed voter fraud in last year_s parliamentary elections was partially funded by the American agency. They have until October 1st to close up shop in Russia.Kat, what_s the reaction been like on Capitol Hill? They can_t be happy about this.The State Department says they_re still committed to promoting democracy and human rights in Russia, BUT they won_t comment further than that. EA) After two days of talks in Chicago, NATO leaders have given the green light for US President Barack Obama_s plan to withdraw foreign troops from Afghanistan by 2014. Obama says that the US cannot continue to wait for quote unquote perfect conditions in the war-torn region. According to the President, the Chicago conference helped create a road map for a unified exit from Afghanistan. SOUNDBITE-NATO troops will begin transferring duties over to Afghan forces in 2013, and will wind down the mission and pull out by the end of 2014. Some member countries will continue contributing funds to support the Afghan operation, which carries an annual operating price tag of 4 billion dollars.In other news, the head of the International Atomic Energy Agency has left Iran after talks that are being described as very promising. A tentative deal has been reached that will give nuclear investigators access to Iran_s secretive uranium enrichment program. Natasha Olenski has been tracking the talks and joins us now with the latest. Nat?NO) Eila, IAEA chief Yukiya Amano (you-KEE-ah ah-MAN-oh) says he expects the international watchdog agency to be given a chance to inspect Iran_s controversial nuclear facilities quite soon. Speaking from the agency_s headquarters in Vienna, Amano said the tentative agreement would allow investigators to determine whether Iran was pursuing a nuclear weapon once and for all. Specifics of the agreement have not yet been disclosed, but it_s believed inspectors will be given permission to visit Iranian nuclear sites, speak with nuclear scientists, and inspect previously sensitive documents. NO) Here_s something you probably wouldn_t have expected to be made in China. A US Senate committee report has concluded that a large number of counterfeit Chinese electrical parts are being used in American military equipment, including fighter jets, helicopters, and cargo planes. The year-long probe found more than 18-hundred cases of counterfeit goods being used in US aircraft. Nearly a million counterfeit parts were found in all, 70-percent of which could be traced back to China. The committee report criticizes China for failing to curb the counterfeit market. (EILA COMES ON IN SPLIT) EIla, it also concludes that the fake parts put US troops in danger and impose higher costs on the Pentagon. NO) Well at the end of last year President Obama signed the National Defense Authorization Act, which is aimed at keeping counterfeit goods from entering the US. In fact in nearly 40 years on the program, he worked on around 800 investigative reports.EA) Mind boggling. What more can you tell us Vic?NO) Eila, the 93-year-old had been in declining health over the past few years, and underwent triple-bypass surgery in 2008. Prior to that, he was considered one of the most trusted names in journalism n and one of the most feared if you had something to hide. He was one of the original anchors on the groundbreaking news magazine show ì60 Minutesi. He remained a fixture until stepping down from a full-time position in 2006, although he continued to file the occasional report. Among his most memorable interviews were Martin Luther King, Yassar Arafat, and Iranis late Ayatollah Khomeni koh-MAY-nee). He will be missed.North Korea is continuing plans for its controversial rocket launch. The military has now moved the rocket into place. According to officials in Pyongyang (PYONG-YAHNG), the rocket will simply be launching a satellite into orbit. However, many feel that this is a disguised long-range missile test. And according to South Korean intelligence, it wonit end there. They suggest that theyill use the international uproar over the launch as an excuse to perform ANOTHER nuclear test. They claim to have satellite images that prove the North is preparing for a test at the same site where they carried out previous tests in 2006 and 2009.Things are not looking good for the proposed cease-fire in Syria. The rebels have rejected government demands for a written guarantee that they will disarm. The Free Syrian Army says that since they donit recognize the current government, they wouldnit give any such guarantee. This comes on the eve of a cease-fire brokered by the UN and Arab League. Now the Syrian military says they donit want the rebels to exploit their proposed troop withdrawal and re-organize. Back to you, Eila.EA) So Nat, when will we know if this proposal works or not.NO) Well, the cease-fire, if it DOES happen n is scheduled for Tuesday. But Iim not optimistic.EA) Itis a shame. According to the Centers for Disease Control, eight are dead and ninety-seven are sick, but thousands more could be affected. The outbreak has been linked to tainted steroid shots used to treat back pain that were produced at a medical center in Massachusetts. Nationwide up to 13-thousand people may have been exposed to the disease. But because the incubation period takes up to a month, it will be weeks before patients know if they_ve been infected. We_ll turn our attention further south now, where Mexican authorities say they MAY have scored one of their biggest victories in the war on drugs to date. There is strong evidence to suggest that Mexican marines have killed the leader of one of the country_s most brutal drug cartels. Erica Stevens joins us now with the full story.Vic, it_s believed that Heriberto The Executioner Lazcano was killed Sunday in a firefight with marines in northern Mexico. Lazcano, is the leader of the powerful Zetas drug cartel, which has a reputation for extreme violence. Lazcano is one of Mexico_s most wanted criminals, and the US government had even placed a 5 million dollar bounty on his head. Lazcano is a former soldier, and although initial forensic tests indicate that authorities have their man, further results will be needed for confirmation. Sounds like one pretty tough customer. And certainly a feat President Felipe Calderon can hang his hat on if it_s confirmed.Oh absolutely. It would be Calderon_s biggest victory since he started the military assault on drug cartels six years ago. We_ll just have to wait and see. Now I know you_ve ALSO been keeping an eye on another story for us - the announcement of two of this year_s Nobel Prize winners.That I have Vic, the prize for physics is being shared by an American and a Frenchman. The pair have been awarded the prestigious Nobel Prize for their ground-breaking quantum optics work, which deals with basic units of light and matter. David Wineland and Serge Haroche will split the 1-point-2 million dollar top prize. It_s believed their work could have a huge impact on light-based clocks and desktop computing. We_re going to kick of the days_s headlines with reports of more violence in a country where the entire WORLD was hoping for peace.Here_s what_s going on in Egypt, right now. Egypt_s military has started firing missiles at suspected Islamic militants in the Sinai peninsula. Reports say that the strikes killed at least 20 people in the village of Touma. This comes on the heels of 16 Egyptian border guards being killed by suspected militants earlier this week. This marks the first time that Egypt has shot off missiles in Sinai since their 1973 war with Israel. Lawlessness has reigned in the region ever since former President Hosni Mubarak was forced to step down last year. The region that borders Egypt, Israel, and Gaza has become a haven for smugglers, and possibly a foothold for terrorists who want to attack Israel.The electronics we all use could get a lot more expensive after China slashed their production of rare earth minierals. Those are a group of 17 minerals vital to the tech industry. China has announced that they will be shutting down nearly a third of the mines and half of the smelting companies that deal with rare earths. Almost every electronic device in the world uses these minerals n almost ALL of which come from China. They say they_re imposing the restrictions both to protect the environment and to firm up the industry. Despite their name, they aren_t really all that rare, and can be found outside of China, but mining them isn_t very safe. The US, Japan, and EU are all complaining that this violates trade rules.Yet another person has been arrested after being found with weapons inside a movie theatre, this time in Cleveland. Authorities there allege that 37-year-old Scott Smith was apprehended with numerous weapons at a late-night screening of The Dark Knight Rises. He called attention to himself after arriving 30 minutes early with a large military bag. An off-duty police officer says Smith took up a tactical position at the back of the nearly-empty theatre. When he was searched, the officer found a loaded 9mm handgun, extra magazines, and several knives. A later search of his home turned up over 20 guns and thousands of rounds of ammunition. He told authorities that the guns were to protect himself and the public.Remember when the worst thing that could happen in a theatre was some jerk shining a laser pointer at the screen?Ah yes, the good ol days From now on I_m just waiting a few extra months and watching all my movies at home.We_ll be right back.

RW) US President Barack Obama is set to unveil his 2013 budget proposal, and it_s expected that it will cause another round of political posturing. Obama and the Democrats are advocating a budget that balances both spending cuts and increased taxes on the wealthy. However, the opposition Republicans will likely argue for even deeper spending cuts along with a DECREASE in taxes. Obama_s budget projects an overall deficit cut of 5-point-5 percent, from 1-point-3 trillion in 2012 to 901-billion by the end of 2013.RW) On the international front, it doesn_t look like the volatile situation in Syria will be improving anytime soon. The Syrian government has categorically rejected an Arab League resolution to bring peace to the region. Eila Adams has been tracking the latest developments from Syria and joins us now with an update. What_s happening there Eila?EA) Rachelle, the resolution would have called for a joint UN-Arab peacekeeping mission in Syria to end nearly a year of bloodshed. Syrian officials dismissed the plan, saying that it reflects hysteria on the parts of the countries involved. While the EU praised the proposal, Russia voiced some concerns. They say that the violence has to end before peacekeepers are sent into the beleaguered country. Despite the fact that Russia is now willing to hear details about an international agreement, it will be too late for some Syrians. Fighting continues, unabated. EA) And in Greece, lawmakers voted to approve yet another round of austerity measures in a desperate bid for a eurozone bailout. Naturally, this didn_t sit well with protesters in Athens. Over 40 buildings were set on fire, a number of stores were looted and many cars were overturned and destroyed. 25 protesters and 40 police officers were injured in the riots. The austerity measures include deep cuts to government spending, including the laying off of thousands more employees as well as big cuts in wages, and pensions. The Greek government hopes the agreement will prompt eurozone lenders to approve the badly-needed 172-billion dollar bailout Rachelle.RW) I read a story that compared the size of the cuts in Greece, to the US, and it said it would be like the US government laying off 5 million employees. EA) Exactly, and many Greeks don_t think the belt tightening will even work so they_re wondering what the whole point of it all is.RW) I don_t think anyone really wants to find out what would happen if they defaulted on their debt, so let_s hope this latest agreement brings them closer to resolving their finances. These are the stories making headlines today.VS) Florida authorities have charged self-appointed neighborhood watch captain George Zimmerman with second-degree murder in the shooting death of Trayvon Martin. It_s the latest turn in a case that has gripped the US and triggered heated debate about race and racial profiling. Zimmerman, who claims to have shot the unarmed black teen in self-defense on February twenty-sixth, is in police custody and will have an initial court hearing on Thursday. His attorney says he will be entering a plea of not guilty.On the international front, there appears to be a positive step forward in Syria, albeit a shaky one. The UN-proposed ceasefire has taken effect, but violations from both sides have tensions there on the rise. Eila Adams has been following the latest developments and joins us with more. EA) Vic, for the most par the truce has been maintained, but both sides claim to have sustained casualties. State-run TV in Syria is reporting that two-dozen army cadets and officers were wounded by a roadside bomb in Aleppo (ah-LEP-oh). Meanwhile, rebel forces claim that loyalist troops have fired on civilian protesters in several different cities. There_s no question that the overall level of violence has dropped significantly since the ceasefire came into effect early Thursday. EA) A bit closer to home, the US federal government has filed a lawsuit against Apple and five prominent e-book publishers, accusing them of colluding to fix prices. Attorney General Eric Holder says he believes that consumers paid millions of dollars more than they should have in the alleged conspiracy. The e-publishers charged include Simon & Schuster, Penguin, Hachette, Macmillan, and HarperCollins. Vic, the illegal plot allegedly saw Apple get a 30-percent cut of all materials sold through its online iBookstore, and ensured that the publishers involved would not undercut the tech giant, back to you. VS) Now that I think of it, the prices of e-books have only gone UP over the past few years. I would have expected them to trend in the other direction.EA) And now you know why Vic If the feds turn out to be right on this, it should allow other e-book retailers like Amazon and Barnes and Noble to lower their prices.VS) Which would be a big win for consumers. A state of emergency has been declared in Alabama, Mississippi, and Louisiana. Residents in Louisiana have good reason to be concerned n meteorologists say that Isaac is following the same path that Hurricane Katrina did in 2005. Isaac_s lashing winds have already impacted Haiti and Cuba. As of now, thousands of Americans are being advised to leave their homes.Tropical Storm Isaac has already claimed one victim n the Republican National Convention in Tampa The first day of the 4-day event has been cancelled amid fears that Isaac will soon land in the area. The vote to formally nominate Mitt Romney as the GOP_s presidential candidate is scheduled for Tuesday.Elsewhere on the international scene, an earthquake measuring 7.4 on the Richter Scale struck just off the coast of El Salvador. Initially the strength of the quake triggered tsunami warnings, but those were quickly cancelled. The epicenter of the tremor was located less than 80 miles south of the country. Fortunately there were no reports of injuries or damage. But it seemed like this weekend wasn_t good for the Earth_s tectonic plates. Nat?NO) Eila, IAEA chief Yukiya Amano (you-KEE-ah ah-MAN-oh) says he expects the international watchdog agency to be given a chance to inspect Iran_s controversial nuclear facilities quite soon. Speaking from the agency_s headquarters in Vienna, Amano said the tentative agreement would allow investigators to determine whether Iran was pursuing a nuclear weapon once and for all. Specifics of the agreement have not yet been disclosed, but it_s believed inspectors will be given permission to visit Iranian nuclear sites, speak with nuclear scientists, and inspect previously sensitive documents. NO) Here_s something you probably wouldn_t have expected to be made in China. A US Senate committee report has concluded that a large number of counterfeit Chinese electrical parts are being used in American military equipment, including fighter jets, helicopters, and cargo planes. The year-long probe found more than 18-hundred cases of counterfeit goods being used in US aircraft. Nearly a million counterfeit parts were found in all, 70-percent of which could be traced back to China. The committee report criticizes China for failing to curb the counterfeit market. The rebels have rejected government demands for a written guarantee that they will disarm. Now the Syrian military says they donit want the rebels to exploit their proposed troop withdrawal and re-organize. We_ll turn our attention further south now, where Mexican authorities say they MAY have scored one of their biggest victories in the war on drugs to date. There is strong evidence to suggest that Mexican marines have killed the leader of one of the country_s most brutal drug cartels. Erica Stevens joins us now with the full story.Vic, it_s believed that Heriberto The Executioner Lazcano was killed Sunday in a firefight with marines in northern Mexico. Lazcano, is the leader of the powerful Zetas drug cartel, which has a reputation for extreme violence. Lazcano is one of Mexico_s most wanted criminals, and the US government had even placed a 5 million dollar bounty on his head. Lazcano is a former soldier, and although initial forensic tests indicate that authorities have their man, further results will be needed for confirmation. Sounds like one pretty tough customer. And certainly a feat President Felipe Calderon can hang his hat on if it_s confirmed.Oh absolutely. It would be Calderon_s biggest victory since he started the military assault on drug cartels six years ago. We_ll just have to wait and see. Now I know you_ve ALSO been keeping an eye on another story for us - the announcement of two of this year_s Nobel Prize winners.That I have Vic, the prize for physics is being shared by an American and a Frenchman. The pair have been awarded the prestigious Nobel Prize for their ground-breaking quantum optics work, which deals with basic units of light and matter. David Wineland and Serge Haroche will split the 1-point-2 million dollar top prize. It_s believed their work could have a huge impact on light-based clocks and desktop computing. Egypt_s military has started firing missiles at suspected Islamic militants in the Sinai peninsula. Reports say that the strikes killed at least 20 people in the village of Touma. This comes on the heels of 16 Egyptian border guards being killed by suspected militants earlier this week. This marks the first time that Egypt has shot off missiles in Sinai since their 1973 war with Israel. Lawlessness has reigned in the region ever since former President Hosni Mubarak was forced to step down last year. The region that borders Egypt, Israel, and Gaza has become a haven for smugglers, and possibly a foothold for terrorists who want to attack Israel.The electronics we all use could get a lot more expensive after China slashed their production of rare earth minierals. Those are a group of 17 minerals vital to the tech industry. China has announced that they will be shutting down nearly a third of the mines and half of the smelting companies that deal with rare earths. Almost every electronic device in the world uses these minerals n almost ALL of which come from China. They say they_re imposing the restrictions both to protect the environment and to firm up the industry. Despite their name, they aren_t really all that rare, and can be found outside of China, but mining them isn_t very safe. The US, Japan, and EU are all complaining that this violates trade rules.Yet another person has been arrested after being found with weapons inside a movie theatre, this time in Cleveland. Authorities there allege that 37-year-old Scott Smith was apprehended with numerous weapons at a late-night screening of The Dark Knight Rises. He called attention to himself after arriving 30 minutes early with a large military bag. An off-duty police officer says Smith took up a tactical position at the back of the nearly-empty theatre. When he was searched, the officer found a loaded 9mm handgun, extra magazines, and several knives. A later search of his home turned up over 20 guns and thousands of rounds of ammunition. Obama_s budget projects an overall deficit cut of 5-point-5 percent, from 1-point-3 trillion in 2012 to 901-billion by the end of 2013.RW) On the international front, it doesn_t look like the volatile situation in Syria will be improving anytime soon. The Syrian government has categorically rejected an Arab League resolution to bring peace to the region. Eila Adams has been tracking the latest developments from Syria and joins us now with an update. What_s happening there Eila?EA) Rachelle, the resolution would have called for a joint UN-Arab peacekeeping mission in Syria to end nearly a year of bloodshed. Syrian officials dismissed the plan, saying that it reflects hysteria on the parts of the countries involved. While the EU praised the proposal, Russia voiced some concerns. They say that the violence has to end before peacekeepers are sent into the beleaguered country. Despite the fact that Russia is now willing to hear details about an international agreement, it will be too late for some Syrians. Fighting continues, unabated. EA) And in Greece, lawmakers voted to approve yet another round of austerity measures in a desperate bid for a eurozone bailout. Naturally, this didn_t sit well with protesters in Athens. Over 40 buildings were set on fire, a number of stores were looted and many cars were overturned and destroyed. 25 protesters and 40 police officers were injured in the riots. The austerity measures include deep cuts to government spending, including the laying off of thousands more employees as well as big cuts in wages, and pensions. The Greek government hopes the agreement will prompt eurozone lenders to approve the badly-needed 172-billion dollar bailout Rachelle.RW) I read a story that compared the size of the cuts in Greece, to the US, and it said it would be like the US government laying off 5 million employees. EA) Exactly, and many Greeks don_t think the belt tightening will even work so they_re wondering what the whole point of it all is.RW) I don_t think anyone really wants to find out what would happen if they defaulted on their debt, so let_s hope this latest agreement brings them closer to resolving their finances. Attorney General Eric Holder says he believes that consumers paid millions of dollars more than they should have in the alleged conspiracy. The e-publishers charged include Simon & Schuster, Penguin, Hachette, Macmillan, and HarperCollins. Vic, the illegal plot allegedly saw Apple get a 30-percent cut of all materials sold through its online iBookstore, and ensured that the publishers involved would not undercut the tech giant, back to you. A state of emergency has been declared in Alabama, Mississippi, and Louisiana. Residents in Louisiana have good reason to be concerned n meteorologists say that Isaac is following the same path that Hurricane Katrina did in 2005. Isaac_s lashing winds have already impacted Haiti and Cuba. As of now, thousands of Americans are being advised to leave their homes.Tropical Storm Isaac has already claimed one victim n the Republican National Convention in Tampa The first day of the 4-day event has been cancelled amid fears that Isaac will soon land in the area. As of now, organizers are scrambling to re-schedule 4 days of events into 3 days. One organizer says they haven_t ruled out the possibility of moving events to Friday. The vote to formally nominate Mitt Romney as the GOP_s presidential candidate is scheduled for Tuesday.Elsewhere on the international scene, an earthquake measuring 7.4 on the Richter Scale struck just off the coast of El Salvador. Initially the strength of the quake triggered tsunami warnings, but those were quickly cancelled. The epicenter of the tremor was located less than 80 miles south of the country. Fortunately there were no reports of injuries or damage. But it seemed like this weekend wasn_t good for the Earth_s tectonic plates. Dozens of smaller tremors also hit southern California, with minor damage reported in San Diego. We_ll be right back.
